Mushu
Mushu is one of the most influential individuals operating within the Cat Crimes world, despite having no confirmed criminal convictions. As Keeper of the Cat Crimes Archives, he maintains an extensive collection of investigation files, witness statements, intelligence reports and historical records relating to suspects across the organisation.
Investigators believe Mushu possesses enough information to solve numerous outstanding cases. However, every formal request to access restricted records has been politely refused. Mushu insists that the Archives exist to preserve history, not to assist whichever detective happens to be asking questions.
"I record history. I do not rewrite it."
Surveillance has repeatedly placed Mushu inside the restricted archive beneath Fable Book Café, where he has been observed cataloguing evidence, restoring damaged files and receiving sealed documents from unidentified visitors. Although he is closely associated with members of The Archive, no evidence has ever directly linked him to the planning or execution of a criminal offence.
Officers describe Mushu as calm, courteous and exceptionally difficult to question. Several detectives have left interviews believing they had obtained valuable intelligence, only to discover later that Mushu had answered every question without revealing anything useful.
Cat Crimes HQ currently considers Mushu a person of significant investigative interest. Continued surveillance is recommended, but confrontation should be avoided. His cooperation may prove more valuable than his capture.
Archive audits conducted by Cat Crimes HQ have repeatedly confirmed that no document has ever been reported missing from Mushu's collection. Files believed to have been lost for years have later resurfaced in immaculate condition, carefully indexed and accompanied by additional notes that were not present when the investigations originally took place. How this information is obtained remains unknown.
Several detectives have privately admitted to seeking Mushu's advice when investigations reach a dead end. While he never provides direct answers, he has been known to point investigators towards forgotten witness statements or overlooked pieces of evidence. Officially, these conversations never took place.
Mushu maintains complete neutrality between Cat Crimes HQ and the criminal organisations recorded within the Archives. Although he is known to withhold information, investigators have never found evidence that he has altered, destroyed or falsified an official archive record.

The following rules are enforced personally by the Keeper of the Cat Crimes Archives.
- 01 Nothing entrusted to the Archives is ever destroyed.
- 02 Nothing recorded in an official file may be rewritten to protect a suspect or detective.
- 03 Every document, photograph and witness statement must be returned to its correct location.
- 04 Every suspect has a history, whether Cat Crimes HQ has discovered it or not.
- 05 Every detective who enters the Archives leaves a record of their visit.
- 06 No restricted file may leave the Archives without the Keeper’s direct approval.
- 07 The Keeper alone decides when a sealed record may be opened.
